The Dean of the College
Dr. Rasim Farraj Muslim Dean’s Message :- In the Name of Allah, the Most Gracious, the Most Merciful All praise is due to Allah, the Lord of the Worlds, and may peace and blessings be upon our Prophet Muhammad, his family, and companions. The College of Applied Sciences in the city of Hit is considered one of the active educational institutions within the structure of the University of Anbar. It was established by Ministerial Order No. (B/49) in the year 2007 and officially commenced its academic duties in the academic year 2014–2015. This made it the nineteenth college affiliated with the University and the third to be established outside the main university campus in Ramadi. The college is located in the district of Hit, which is distinguished by its geographical, economic, and cultural significance, as well as its academic diversity. The district hosts a large number of academics and holders of postgraduate degrees who have played a pioneering role in supporting institutional and scientific efforts in the region. The college initially began with two departments: Biophysics and Environmental Sciences. Later, evening study programs were introduced in both departments. In the academic year 2019–2020, the Department of Applied Chemistry was added for morning studies. Currently, the college awards Bachelor’s degrees in Medical Physics, Environmental Sciences, and Applied Chemistry. Furthermore, a postgraduate (Master’s) program was launched in the Department of Applied Chemistry starting this academic year. The college also holds several patents and has published numerous scientific papers in reputable academic journals. It is steadily progressing toward digital transformation in line with the strategic plan of the University of Anbar. On this occasion, I would like to express, on behalf of the academic and administrative staff, our sincere gratitude and appreciation to all those who have supported the college since its establishment. We deeply value the continued support from the President of the University of Anbar, Professor Dr. Mushtaq Talib Al-Neda, the respected University Council, the Vice Presidents, the deans, and everyone who contributed to enabling the college to fulfill its academic mission during the exceptional circumstances that accompanied its founding phase. We ask Allah for success in serving knowledge and its seekers and in advancing the academic and research journey in a manner that enhances the status of both the college and the university at the national and international levels. And from Allah comes success ... 1. Implement decisions of the University Council related to the college. 2. Administer the college in academic, administrative, educational, cultural, and financial matters. 3. Oversee undergraduate and postgraduate academic programs in the college. 4. Chair the College Council and scientific bodies, and submit their minutes to the University President for approval. 5. Prepare quarterly and annual academic reports on the college’s activities. 6. Approve recommendations made by the departmental and branch councils. 7. Supervise both academically and administratively the activities of scientific departments and the consultancy office. 8. Recommend the appointment of heads of departments and vice deans. 9. Enforce all regulations and instructions related to the organization of academic and educational affairs, as well as decisions issued by the College Council. 10. Call for extraordinary meetings of the College Council. 11. Form the main committees within the college and issue administrative orders for them. 12. Form examination committees and question paper printing committees. 13. Evaluate the annual performance of faculty members in coordination with the department head or branch chief. 14. Represent the college in conferences and academic events. 1. Promote faculty members, staff, technicians, and administrators and grant them annual raises in accordance with applicable laws and regulations. 2. Sign employment contracts with Arab and foreign faculty, experts, and technicians, including defining terms and terminating services per contracts and existing regulations. 3. Send college employees, including faculty, administrators, and workers, on domestic assignments for up to 60 days for academic or student-training purposes or as required, and recommend international assignments per existing guidelines. 4. Recommend the transfer of holders of postgraduate degrees (Master’s and PhD) or equivalent. 5. Communicate with all government departments and institutions (excluding higher authorities and ministerial offices) on matters within the college’s academic and educational scope, except for those involving university policy. 6. Approve the secondment of faculty to government departments under the University Service Law. 7. Accept resignations of administrative, technical, and professional staff per applicable civil service law after ensuring no outstanding obligations, excluding faculty (as per Resolution 117 of 1988). 8. Approve faculty sabbaticals after recommendation by the department or branch and approval by the College Council, including granting relevant allowances. 9. Approve international travel of faculty and staff during the academic year for justified reasons that do not affect academic duties, as well as during academic breaks, while observing academic calendar guidelines. 10. Authorize payment of unused accumulated annual leave (up to 180 days) for retired faculty based on Paragraph (e), Article 9 of the University Service Law No. 3 of 1979, and similar for technical and administrative staff per applicable pension and social security laws. 11. Decide on the acceptance or rejection of medical reports issued abroad for faculty and staff, in accordance with Sick Leave Regulations No. 76 of 1959 as amended by No. 33 of 1969, considering Article 46 of the Civil Service Law No. 24 of 1960. 12. Notify absentees without valid excuse and issue decisions to consider them resigned, after coordination with the Legal Department if they have obligations toward the state, ensuring proper settlement of contracts or commitments. 13. Change job titles of technical and administrative staff when necessary, in accordance with approved staffing structures and university-issued guidelines. 14. Retire administrative and technical staff upon reaching 63 years of age per the Civil Retirement Law No. 33 of 1966 (as amended). 15. Set official working hours within legally approved limits based on the college’s needs and nature of work. 16. Grant spousal accompaniment leave to faculty and staff in accordance with existing laws and regulations. 17. Grant cash and in-kind rewards to staff on appropriate occasions, provided that the amount does not exceed 50,000 IQD per case and that financial allocations are available. 18. Transfer staff as needed in coordination with relevant colleges, while notifying the university’s Planning and Follow-up Division with official orders for record-keeping. 19. Grant leave to employees during the spring break. 20. Appoint the top ten graduates of the college and submit appointment orders to the university after ensuring staffing availability. 21. Approve student registration for academic programs. 22. Approve recommendations of committees formed within the college. 1. Grant all types of allowances in accordance with applicable laws, decisions, regulations, and the amended University Service Law No. 176 of 1976. 2. Approve the purchase and import of laboratory equipment, supplies, journals, and books in accordance with existing legislation. 3. Approve payment of remuneration to non-university individuals involved in training, teaching, thesis supervision, and participation in examination and discussion committees per current laws. 4. Spend funds across all budget chapters within the limits outlined in the annual General Budget Execution Law. If no specific provisions exist, the Dean may authorize expenditures up to 10,000,000 IQD per case. 5. Approve commitments and award contracts for college-related educational activities within the limits stated above. 6. Approve time extensions and additional bills for works or contracts under Items (4 and 5) above. 7. Approve designs, drawings, and studies conducted by engineering departments or consultancy offices for expansions or additions to college buildings and facilities. 8. Approve the write-off of damaged or worn-out state property (due to causes other than deliberate negligence) up to a value of 1,000,000 IQD, through designated write-off committees.Authorities of the Dean :-
